Choose a civic issue, it can be political or social but not too broad. Be sure that your issue has enough substance for you to write an essay exploring causes and/or effects of the situation. Explain the reasons behind your concern, and offer a solution to the problem. Illustrate how the solution would be beneficial to all concerned, or at least the most beneficial of all possible solutions. Research your cause. Find out if the issue has been previously addressed and what solutions were suggested. Try to find a solution not previously thought of.
